New translations can just open up the .pot file and edit it with a text editor.

There are pairs of strings, one to show the original, and another to show the translated
string.  For example:

msgid "Reading Package Lists... "
msgstr ""

A translated version, to say es.po, would look like:

msgid "Reading Package Lists... "
msgstr "Leyendo el listado de paquetes..."

Once the entire .pot file is translated, save it in the short locale name for the language,
ending in a .po extension.
