No, it is not part of a "standard" install of perl.

Neither is URI::Escape btw.

encode_base64 is in MIME::Base64 is "standard", at least in perl 
5.6.0. Only '+' seems to need secial attention.

URI::Escape (with the escape definition from another mail on the 
list) also seems to do the job.

I have no particular preference here, given that I have something 
taht works against my qpopper.


PS "Standard" just means what I have seen on the systems I use.
