Which user is your webserver running as?

Does a
     echo | sudo -u <that user> /path/to/webmail.pl
run properly?

Try perl -V to see configuration, including locations of libraries 
(and perhaps check permissions on these).

Apart from that it is a bit strange.

Have you tried another working cgi script in the same location as webmail.pl?
