When using install, the packages are installed in the order specified on the command line. 
When using upgrade they are ordered in the same order as found in the PACKAGES.TXT. 
Dependencies are added in place, so it won't necessarily follow the order when dependencies are
found.  Also for upgrade transactions, all newly installed packages are installed first, then
the upgrades will happen.  So if you are upgrading slapt-get and it requires a new package
which isn't presently installed, it will install that package before upgrading slapt-get.

Is there a reason the default order is not desireable?
