[Slapt-get-user] skip package option when error 404 received

Sean. I'll have to work on this tomorrow as it's now past 1am in France. I'll 
put the dropline exclude back in. Rosegarden and libsigc++ were only put in 
exclude so that I could complete the upgrade. I'll mail Jason as to the 404 
problems to some packages. Thanks for the help and fixes. Nigel.
